    I was assisting my mother with a vacation rental (24242 Santa Clara #23 Dana Point, California 92629 that was managed by Jesse Brossa and Jodi Chapman of Surterre Properties. Move in day we were informed by a neighbor that the man that owned the condo next door was mentally ill and was having terrible events of psychosis and hallucinations. We were told the police had been to his condo 7 times in the last month and that he was recently arrested and taken to a mental care facility. The police had removed a gun from the property that he owned for fear that he would hurt himself or someone else. We were also told that he would be released soon and that if we saw him to just ignore him and not to discuss anything with him. There is no barrier between the property that my mother was renting and the man's condo with mental problems. I obviously couldn't trust my 79 year old mother to be living next door to a person with such problems. We immediately aborted the move in and told our realtor about the circumstances that had occurred. She told us that she would look into our situation since we had prepaid 3 months rent for this condo overlooking Dana Point harbor. Total cost was 12,000.00 I was asked to put in writing the events that had occurred and my desire for a refund in full of the 12K that was paid since we had nothing to do with the conditions that caused us to not move in and did not spend one night in the condo. The property owner, Dorothy Larson, that Surterre represented, refused to refund our first months rent (4000.00) but agreed to return the other $8,000.00 at a meeting set up Jodi and Jesse. She sat there and told us about how much she liked the condo and never once acknowledged the events that had occurred causing us to abort the move in. What a huge waste of time to attend such a worthless meeting with an obviously insensitive and cold hearted women and her two Surterre representatives. I would highly recommend anyone considering doing business with Surterre Properties, Jodi Chapman, Jesse Brossa, or Dorothy Larson OBO Waikaremoana Limited Partnership, remember this story and understand that my mother had NOTHING to do with the events that caused her to have to cancel her vacation. Simply the most aggravating an unprofessional rip-off of $4,000.00 I have ever seen. We are pursuing the parties above in small claims court.
